What does the 50% Rule mean?

Under the Code on Wages 2019, if exclusions (HRA, conveyance, special allowance, etc.) exceed 50% of total remuneration, the excess amount is automatically added to the wage base for calculating PF, gratuity, and bonus. This effectively forces basic pay to be at least 50% of total CTC.

Can I use this for Fixed-Term Employment (FTE)?
